Well, (although ratting isn't mining or manufacturing), I'd say the extra time it takes to lock the rats isn't too bad. The range might be an issue though. Sensor boosters will compensate to a degree, sure.

For booster side-effects I would assume 1.0 chance means 100%, so "0.3 %" on the attributes tab probably means 30%...

Atleast it makes it clear that CCP views torps as a short range weapon. Maybe ppl will stop bringing them to fleetbattles now.
